Consultancy for Child Protection (Monitoring and Evaluation/MIS)


Provide technical support to UNICEF CP programme staff and implementing partners for a standardized and consistent implementation of monitoring tools and indicator tracking and establishment of national MIS in MoSS, NCCM and prosecution office for children at risk. The consultant will support the regular update of the dashboard and document the progress and challenges in the field, including developing required tools and reports.


The consultant will carry out this assignment through:

  • Technical coordination with section chief and CP colleagues in regard to programme planning, monitoring and reporting;
  • Regular field support to implementing partners to build capacities and monitor work.







Programme Planning on child protection areas


  • Tool for the insertion of evaluation results into key UNICEF and UN programme planning strategic documents (including Country Programme Document, the Country Programme Action Plan, UNSDCF) is developed and used

  • Tools to review and monitor the M&E components of implementing partners (including Government) Annual Work Plans is developed and disseminated

  • A compendium of data related to the situation of children in Egypt produced to enrich the programme strategic note which will be developed by the Chief Child Protection

Capacity building of implementing partners (community and governmental counterparts) working on child protection


  • Training and capacity building strategy for national partners on M&E (including logical framework, M&E plan, reporting, access to UNICEF reporting platforms) is developed and delivered to all partners

  • M&E tools, SOP on IMS functions in program activities, data flow and management developed with implementing partners


Monitoring of child protection programme areas

  • M&E tool for analysis of progress on the key annual programme indicators regularly prepared and shared to guide programme and management decisions

  • M&E data collection and analysis tool is developed to facilitate field visits and to standardize performance monitoring practices across child protection programme is developed and implemented


  • IMS/web-based applications developed/updated for governmental and non-governmental partners


  • Reviews of partners’ implementation are systematically carried out, including development of assessment tools and conducting monitoring visits.


Reporting on child protection programme areas
  • Data from implementing partners’ reports reviewed, verified and made available to the section

  • M&E framework for alignment of analytical progress reports prepared by the CP staff with UNICEF and donor reporting requirements is developed and disseminated


  • Check list, which includes analysis of key management indicators, is prepared for review of the relevance, efficiency, effectiveness of child protection management reports

Documentation and other tasks for the CP section

  • Snapshots and dashboards of CP data are developed for CO, RO, global levels use

  • Partners’ reports are submitted on E-tools and Partnership Portal, through consultant’s technical support

Conditions of work:

The consultant will be working on a full-time basis as per designated working days.

To qualify as an advocate for every child you will have…

  • Master’s degree in social sciences, development studies, political science, or related technical field.
  • Five to ten years of relevant work experience.
  • Substantive knowledge in child protection; systems and policy with particular relevance to the Egyptian child protection system.
  • Substantial knowledge of M&E in regards to child protection. Working previously with UNICEF programmes is an asset.
  • Experience in working with community and governmental counterparts on child protection issues.
  • Experience in facilitating participatory processes and consensus building; policy dialogues, partnership networking and training workshops with government stakeholders.
  • Ability to travel to different governorates on a monthly basis.
  • Proficiency in English and Arabic.
