Education Officer

Under the supervision of the Education Specialist, the Education Officer develops and manages education interventions for vulnerable refugee, migrant and host community children in Egypt. The Education Officer provides technical, operational and administrative assistance throughout the programming process for education programmes/projects within the Country Programme from development planning to delivery of results, preparing, executing, managing and implementing a variety of technical and administrative programme tasks to facilitate programme development, implementation, programme progress monitoring, evaluating and reporting. The Education Officer contributes to the achievement of results on education programs/projects to improve equitable access to education and learning outcomes, especially for children who are marginalized.

Summary of key results:

  1. Support to programme development and planning.
  • Research and analyze regional and national political, health, social and economic development trends and provide information to facilitate programme development, design and preparation.
  • Support preparation of technical reports and provide inputs for programme preparation and documentation ensuring accuracy, timeliness and relevancy of information.
  • Contribute to the development/establishment of sectoral programme goals, objectives, strategies, and results-based planning.
  • Provide technical and administrative support to programme planning, results-based planning (RBM) and monitoring and evaluation of results.
  • Prepare required documentations and materials to facilitate the programme review and approval process.
  1. Programme management, monitoring and delivery of results
  • In close collaboration with internal colleagues and partners, collect, analyze and share information on implementation issues.
  • Guide on routine programme implementation and submit reports to alert appropriate officials and stakeholders for higher-level intervention and/or decisions.
  • Participate in and prepare minutes for programme review meetings and monitoring and evaluation exercises for follow up action by higher management and other stakeholders.
  • Monitor and report on the use of programme resources and ensure compliance with organizational policies and procedures, donor commitments and standards of accountability and integrity. Report on issues identified and follow up to ensure timely resolution by management/stakeholders.
  • Prepare draft inputs for programme/donor reporting.
  1. Technical and operational support to programme implementation
  • Undertake field visits and surveys and share information with stakeholders to assess progress and refer to relevant officials for resolution and timely action to achieve results.
  • Provide technical and operational support to government and other country office partners/donors, and UN system partners on the application and understanding of UNICEF policies, strategies, processes and best practices to support programme implementation, operations and delivery of results.
  1. Networking and partnership building.
  • Build and sustain effective close working partnerships with government counterparts and national stakeholders to achieve and sustain results on education programmes.
  • Prepare communication and information materials for CO programme advocacy to promote awareness, establish partnerships and alliances, and support fund raising for education programmes.
  • Collaborate with inter-agency partners on UNDAF operational planning and preparation of education programmes/projects to integrate and harmonize UNICEF’s position and strategies with the UNDAF development and planning process.
  • Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.
  1. Innovation, knowledge management and capacity building
  • Provide support in identifying, documenting, and sharing lessons learned for knowledge development and capacity development of stakeholders.
  • Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable programme results.
  • Research, benchmark and report on best and cutting edge practices for development planning of knowledge products and systems.
  • Participate as a resource person in capacity building initiatives to enhance the competencies of clients and stakeholders.

To qualify as an advocate for every child you will have…

  • A university degree in one of the following fields is required: education, psychology, sociology, or another relevant technical field.
  • A minimum of one year of professional experience in programme planning, management, and/or research in education is required.
  • Experience working in a developing country is considered as an asset.
  • Fluency in Arabic/English is required.

Selection Criteria:

  • A minimum of one year of professional work experience at national or international levels on relevant Education programmes.
  • Experience in managing development projects (planning, implementation, financial management, reporting) is required.
  • In depth knowledge of the refugee situation in Egypt is required.
  • Experience in managing partnerships and/or individual/institutional contractors is required.
  • Ability to (i) work flexibly and independently with limited supervision in a multicultural team environment and deliver quality results against tight deadlines; and (ii) handle multiple tasks and deliver quality outputs even under pressure, is required.
  • Strong communication skills (both writing and speaking), especially the ability to draft analytical reports/documents is required.
  • Relevant experience working in the UN or other international development organization is an asset.
