Field Project Expert for Arab region

Main duties:
Strategy and communication

– Contribute to the planning of regional development projects, including identifying key performance indi¬cators, assessing beneficiary countries’ needs and developing the regional activity schedule (in close coordination with the country team).
– Monitor the level of development of postal services in the countries of the region and report on any challenges or opportunities that may have an impact on the implementation of the regional development plan.
– Provide technical advice to the regional programme with regard to regional postal sector development.
– Assist least developed countries and countries in special situations with formulating national projects and accessing funding from the UPU and its partners.
– Facilitate the coordination of International Bureau activities in the field and liaise with regional and national partners.
– Establish an effective working relationship with field project teams and restricted unions for the purpose of facilitating activities.
– Identify potential UPU partners for postal development in the region and maintain an up-to-date list of contacts.
– Participate in developing targeted concept notes for potential partners.

Field project management

– Monitor the operational implementation of field projects as defined in the implementation plan.
– Prepare and submit monthly project monitoring reports to the regional programme, communicating any problems and making recommendations for decisions.
– Foster clear communication among different operational actors and close collaboration with regional partners during project implementation.
– Organize working meetings with technical teams and beneficiary countries, as required.
– Participate in organizing regional/national activities and prepare reports.
– Participate in selecting project teams and drafting terms of reference.
– Coordinate and monitor the work assigned to field project teams and validate evaluations of services provided.
– Respond to requests from regional/national postal sector authorities within the framework of UPU field projects and provide them with information and advice.
– Draft technical performance reports with regard to project implementation and the results of countries in the region.
– Perform any other duties as may be required for the successful implementation of UPU projects in the region.

Education:
Bachelor’s degree (or equivalent qualification) in economics, management, postal development or its equivalent.
Experience:
At least seven years’ experience in formulating and managing projects, including at least three years managing complex projects in the field. International and/or postal sector experience would be an asset.
Technical knowledge:
– Sound knowledge of project management and evaluation methodologies.
– Very good knowledge of the environments and networks of international organizations (private and public) and private donors in the region.
– Excellent written and oral communication skills.
– Extensive knowledge of the political and sociocultural environment of the region concerned.
– Proficiency in the use of IT tools (MS Word, Excel, PowerPoint).
– Good knowledge of Union policy and strategy, in particular as regards development cooperation.
– Excellent self-organizational skills, including the ability to work with remote teams and decentralized structures.
– Openness to change and ability to manage complexities arising from multiple ongoing pro¬ject portfolios.

Additional Information:
Monthly lump sum of 2’968 CHF for locally based. This amount will be adjusted depending on relocation requirements.

The conditions of service are governed by the consultancy terms of contract of the International Bureau of the Universal Postal Union.

Experts working under a consultant contract are not eligible to join the UPU Provident Scheme and will receive no dependency allowances.

Experts are required to arrange health insurance cover at their own expense to cover against risks of illness, accident, disability and death for the duration of their contract.

All applicants employed by postal entities and short listed for this consultancy position must be released by the competent postal authority.

The UPU will cover the cost of work-related travel.
