Background
Ministry of Social Solidarity in Egypt is responsible for the social safety net for the citizens of the Arab Republic of Egypt.
As part of its responsibility, the Ministry of Social Solidarity has collaborated with United Nations Population Fund (UNFPA) for implementing Mawwada project. It begins its pilot phase at the universities of Cairo, Alexandria and Port Said focusing on university youth, recruits of Ministry of Defense and Ministry of Interior Affairs, and public service employees.
The vision of Mawwada Project is based on preserving the Egyptian family by providing young people who are about to marry with the necessary knowledge and experience needed to form a family through developing mechanisms of support, family guidance and dispute resolution that contribute to reducing divorce rates. Marriage is the basis for choosing the life partner, their rights and duties, parenting skills, how to manage the marital and economic problems of the family, as well as reproductive health.
The program includes several mechanisms: upgrading family support and counseling services to help newlyweds, activating family dispute resolution bodies to play a role in reducing divorce cases, and reviewing legislation that supports the family entity and protects the rights of both parents and children. It also includes young married couples between the ages of 18 – 35 years.
Scope of Work: to manage the smooth implementation of the project
- Plan and lead the process of Mawadda’s institutionalization and full integration within MOSS Family and Childhood Department to guarantee the project’s sustainability.
- Plan, supervise and lead the execution of Mawadda’s role within the National Family Development Project.
- Work on the development of the Family Guidance and Counselling Offices Nationwide.
- Work on increasing the visibility of the project through representing it in different Media channels (TV, radio and press interviews)
- Prepare and monitoring work plan, project schedules, budgets and expenditures
- Ensure timely and duly management of the project and implementation of all activities listed in the Work Plan (WP) in accordance with the rules and regulations of UNFPA and MoSS, and in accordance with agreed rules and regulations as stipulated in the MoU signed by UNFPA and MoSS;
- Develop TORs and recruit project team and consultants to conduct work on specific activities and objectives set forth in the WP;
- Manage and guide team and consultants contracted by MoSS and UNFPA to work on the activities and objectives listed in the WP, and ensure that their work is conducted in a timely manner and hold high quality;
- Review all deliverables and reports to be submitted to UNFPA prior to submission and liaise with responsible to ensure that the quality of the deliverables and reports submitted to UNFPA are according to relevant guidelines, TORs and hold the expected standard of quality;
- Ensuring accurate and timely submission of quarterly and annual activity progress reports, financial reports and FACE forms to UNPFA;
- Monitor project funds, approve project disbursements according to the WP and liaise with UNFPA on budgetary changes if required;
- Establish operating arrangements for financial management and accountability, including ensuring all supporting documents are maintained and an orderly filing system is in place;
- Ensure recommendations made as a result of the annual audits are implemented;
- Respond to UNFPA queries and emerging requirements.
- Ensure facilitation for audits in accordance with UNFPA requirements and requests;
- Ensure transparency and adherence to procurement regulations in procurement processes;
- Lead the preparation of the Annual Review Meeting of the WP with participation of UNFPA;
- Ensuring operational and financial closure of the WP according to UNFPA procedures at year end;
- Participate in advocacy and policy dialogues with national counterparts on issues included in the portfolio of the project;
- Coordination of all project activities within MoSS, MoHE and other stakeholders
- Any other tasks deemed necessary to achieve the project objectives according to the request of MoSS or UNFPA.
- Support strengthening the mechanism of mainstreaming the WP activities within the MoSS system by engaging MoSS staff in the planning, monitoring and reporting of the plan
- Assess project risks and issues and provide solutions where applicable.
- Ensure stakeholder views are managed towards the best solution.
- Chair and facilitate meetings where appropriate and distribute minutes to all project team members.

Qualifications
- Bachelor’s degree from an accredited college or university
- At least 15 years’ professional experience in development field.
- Ability to overcome obstacles to cooperation and to foster harmonious relations.
- Good knowledge of computer management and Good knowledge of monitoring and evaluation systems.
- Ability to work in an international and multicultural environment
- Ability to work under pressure and meet tight deadlines
- Demonstrable experience in preparing well-structured technical reports in English and Arabic and preparing work plans;
- Strong analytical skills, oral and written communication and team building skills;
- Excellent research, report writing and documentation skills
- Good interpersonal skills including good coordination and effective working relations with stakeholders
- Creativity in the presentation of information through use of graphical, pictorial or other appropriate communication means
- Fluent in written and spoken English and Arabic.
