Programme Manager Think Tank

Support the Establishment / Development of a Think Tank on Gender Equality for the OICs WDO

  • Map existing research and knowledge management products and services by OIC and its subsidiary bodies, including but not limited to the Statistical, Economic and Social Research and Training Center for the Islamic Countries (SESRIC), the Research Center for Islamic History, Art and Culture (IRCICA), the Islamic Educational, Scientific and Cultural Organization (ISESCO) the Islamic University of Technology (IUT);
  • Assist in the recruitment of thematic experts as per the above priority areas and ensure cross-regional representation of hiring key personnel to the Think Tank;
  • Define Workplan of the Think Tank, including direct collaboration with the UN system, as well as all other relevant stakeholders to ensure cross-fertilization and demand-orientation of Think Tank’s products and offerings;
  • Assess key networking opportunities to establish the Think Tank in the academic sphere and political sphere with established actors, also with the aim of further leveraging existing research and publications;
  • Design a long-term resource mobilization approach, including the consideration of costed consultancy services.

  • Timely establishment of WDO Think Tank, including work plan and staffing concepts;
  • Resource Mobilization and Engagement plan to define key opportunities to generate funding, awareness, and uptake of the Think Tank’s offerings.

Functional Competencies

  • Excellent knowledge of Gender Equality throughout the region of OIC membership;
  • Excellent communication skills;
  • Experience in establishing/managing intergovernmental and or inter-country collaborative platforms .

 

Education and certification:

  • At least a Master’s Degree in relevant studies;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum of 5 years of experience in programme management on intergovernmental and or inter-country collaborative platforms;
  • Experience in Communication and Knowledge Management;
  • Expertise in partnership building and resource mobilization.

Language Requirements:

  • Fluency in written and spoken English and Arabic is required;
  • Knowledge of another UN language is an asset.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Advanced University Degree (Master’s or equivalent) (10 points);
  • Experience in programme management on intergovernmental and or inter-country collaborative platforms. (35 points);
  • Specific experience in Communication and Knowledge Management (15 points);
  • Specific experience in Resource Mobilization (10 points).

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • ‘Lowest Bid Offered’ refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
